On "The Third China Headquarters Economic Top Forum " held in Qingdao on September 18, the Chinese Economic Research Center of Beijing Academy of Social Sciences released the 2006-2007 China Headquarters Economic Development Report of the 35 major cities. Guangzhou is among the first level of the headquarters economic development capacity with the total of 76.88 points.

The city headquarters of the economic development capacity evaluation and ranking system is composed of 6 first-level index, 16 second-level index and 55 third-level index such as basic conditions, businesses facilities, research capacities, professional service, governmental service and open-up level. The main data resources also include experts’ evaluation system and the statistics published formally.

According to Zhao Hong, the researcher of the Chinese Academy of Social Sciences, the evaluation and ranking of the city headquarters economic development capacity can help the government understand the advantages and disadvantages to develop the headquarters economic and further clarify the work focus of modifying the environment to develop the headquarters economic.
