On January 22, 2008, the Fourth Session of the Tenth District Commission of Liwan District was convened. District Commission Secretary Liu Ping said that Liwan District would catch the chances of the development strategic adjustment and deepening of Guangzhou, make the use of its geographic advantages of Guangzhou-Foshan interface with large undeveloped areas and build the areas surrounding Bai-E-Tan and south on the Pearl River into "Bai-E-Tan Central Business District".

This year Liwan District will firstly launch the construction of the core area of Bai-E-Tan, adjust and perfect the planning functions and deployment of such areas of Shamian, Huangsha and Fangcun Avenue, move the industrial enterprises gradually, and focus on the development of such modern service industries as modern business, originality design, information service, conference, exhibition & consultation, hotels, recreation and entertainment to form a new tourism area combined with business, commerce and trade center, and contemporary historic and cultural views.

Liwan District will continue to perfect its main central road network, strengthen the traffic connections between the two banks of the Pearl River, Liwan District and the Pearl River Delta area, and increase its development bearing capacity.

Liwan District will also give prominence to the feature of "Best Food in Guangzhou, Best Taste in Liwan and Both Rooted in Bantang",  speeding up the construction of accessory facilities, establish the "Fine Food Street" in Bantang and build a "Foever Openning Food Festival".
